HDLI's Model Limited Access and Barring Policy:
In October 2003, as guidance for our members, HDLI created a Model Limited Access and Barring Policy that considered nationwide case law on barring and trespass policies, and incorporated the "best" provisions from certain existing trespass policies. It was a "kitchen sink" type of Model Policy that should be tailored to the needs and concerns of each particular housing or redevelopment authority. HDLI continues to review the policy in view of recent case law and applications, and in April 2004 updated the original Model Policy. For the benefit of seeing the changes, the new language occurs in bold text in the first pdf file entitled "bold. " In the second pdf file, the new text is not in bold.
